Abstract

The frame work of applying constitutional dispositions related to free trade and industry, many classified establishments that assure good development rhylum was built, however these facilities had negative infects on environment such as different kinds of pollution and their harmful consequences in this regard the administrative authority has general prerogatives to protect environment including the power to make administrative, regulations against activities of polluting establishment. Administrative and authority plays through its regulation activity important roles in protecting environment against polluting facilities on the basis of legal rules and administrative means. The aim of such framework is to assure general interested prevent harmful damage reduce their impacts
