The Faculty of Engineering conducts a training course on “The Positive and Negative Duties of Public Employees under the Amended State Employees and Public Sector Act No. 14 of 1991”

Under the patronage of the Rector of the University of Maysan, Professor Dr. Adel Man’e Dakhel, and the supervision of the Head of the Faculty of Engineering, Professor Dr. Abbas Oda Dawood, the Petroleum Engineering Department, in cooperation with the Continuing Education Unit of the Faculty of Engineering, conducted an in-person training course titled “The Positive and Negative Duties of Public Servants Under the Amended State Employees and Public Sector Act No. 14 of 1991”.

The three-day course was led by Assistant Lecturer Mr. Mou’ayed Kareem Hassan and Assistant Lecturer Mr. Ayad Mohsen Sap’han.

The course provided an overview of public employees’ duties, which are divided into two categories according to the law: duties that require the performance of specific tasks, and duties that require the avoidance of certain actions. Key topics included:

  • Performing one’s work with honesty and a sense of responsibility
  • Complying with working hours and avoiding unauthorized absences, dedicating all official work time to professional duties
  • Showing respect to superiors, maintaining proper etiquette in communication, and following lawful instructions

The course also covered prohibited activities, such as:

  • Holding multiple jobs simultaneously
  • Engaging in personal business activities
  • Participating in tenders and bids
  • Misusing work time

In conclusion, it was emphasized that the duties covered in the course are not exhaustive, as employers may impose additional responsibilities on employees, subject to judicial review.
